Billy Hopkins is a member of the Firm's Health Care Service Team.  He is a Certified Public Accountant and worked in public accounting for five years prior to attending law school.  Billy’s health care practice includes advising clients on issues related to Medicare and Medicaid compliance, licensure and certification, reimbursement disputes and government investigations, and HIPAA.

  • Drafts and negotiates services, employment and a variety of other contracts for multiple types of healthcare entities.
  • Advises clients on issues related to health care fraud and abuse laws, including the Stark law and Anti-kickback statute.
  • Advises clients on issues regarding HIPAA, government reimbursement and licensure/certification. 
  • Counsels clients on issues pertaining to exemption from state and federal income tax. 
  • Represents clients in administrative proceedings with Medicaid and Medicaid managed care organizations pertaining to reimbursement matters.

  • Assists clients in making disclosures through the False Claims Act and Stark law self-disclosure protocols.
